Help! I need tips on how to approach people. im shy!!!?

Well, Im a very quiet and shy person. And even though Im in college, my social life is really suffering. I have to come out of my shell. On top of that, Im really ready to start dating and meeting new people. Anyways, spring break is coming up, and Im going to be attending this concert on another college's campus. Im hoping I can meet new people, hopefully exchange numbers with at least a guy. I have tickets to a basketball game for that following week, and think it would be nice to bring a guy for a date to this game. I don't wanna appear desperate, but are concerts places where people meet new people? And what are some tips on approaching people? I need advice please. Only answer intelligently/maturely.
