Who was the first Filipino Chief in the US Navy?

My Grandfather has been diagnosed with cancer and he has elected to not recieve treatment. He is over 100 and feels he has lived a good life. I am trying to confirm some of his military service. He served in WWII as a mess steward and eventually a Chef. He served on two ships that were sunk under him and he survived. He was aboard the USS Missouri during the signing of the Peace Treaty. I have been told by other family members that he was the first Filipino in the US Navy to become a Chief. I would like to confirm that.
