Although Batman is a fictional movie?

Isnt it realistic in the fact that we would put so much effort towards stopping a vigilante, someone who is helping us, rather than trying to stop criminals. Isnt that kind of silly is my question? How if someone who is trying to help but going about it in the wrong way is persecuted less than most criminals? How stupid is our law enforcement?
