Does my mother have the authority to Baker Act anyone?

I know that a police officer (someone of the law) has the authority to do so if someone says, "I'm going to kill myself." Well, my mother is a Case Manager for DCF (Department of Children and Families; I think it is called something else now but I know it was called that and she hasn't changed jobs). Does she have the authority to Baker Act anyone (or maybe only people under 18 since she only works to protect children) like a police officer can?
